Two plates are issued by the state of Maine to tribal members of the Passamaquoddy Tribe, the Penobscot Nation, the Houlton Band of Maliseet Indians and the Mi'kmaq Nation. Applicants must submit a certificate of membership signed by a tribal official to be eligible for these plates.
